The Consolidated Federal Funds Report (CFFR), 1983-1992 on CD-ROM Intro What is the CFFR? The Consolidated Federal Funds Report (CFFR), 1983-1992 on CD-ROM is produced by the Bureau of the Census. The CFFR contains statistical data of Federal Government expenditures or obligations in State, County, Municipality (City), and Township areas of the United States. U.S. Territories and the District of Columbia are included. The CFFR statistical data was obtained from various federal agencies and covers federal expenditures or obligations for the following categories: grants, salaries and wages, procurement contracts, direct payments for individuals, other direct payments, direct loans, guaranteed or insured loans, and insurance. Dollar amounts reported represent either actual expenditures or obligations. The CFFR does not represent all Federal Government expenditures. For example, the interest paid on the national debt or expenditures for the Central Intelligence Agency were excluded from coverage. Searching the CFFR The CFFR on CD-ROM is menu driven and easy to search. The first menu of the CFFR lists the years 1983 through 1992. First select a year by using the up or down arrow keys to highlight the year you want and press . The next menu offers 4 options for searching: SELECT A GEOGRAPHIC AREA SELECT A FEDERAL PROGRAM BY NAME SELECT A FEDERAL PROGRAM BY ID CONGRESSIONAL DISTRICT INFORMATION By using the arrow keys, highlight the option you want and select it by pressing . SELECT A GEOGRAPHIC AREA A menu will appear with 5 options for searching: United States State County Municipality Township By selecting State, the screen shows an alphabetical listing of U.S. States. Using the arrow keys, page up or down keys to locate and highlight the State you want to search. Type the First Letter-[A-Z] of the state to quickly locate the States with that letter. Then use the arrow keys to highlight the State of your choice, and press . By selecting United States, State, or County, you will retrieve statistical data totals of Federal expenditures for the whole United States, State, or County. When searching under geographic area and viewing actual data, press Alt-P to view information on individual federal programs whether in the United States, State, County, Municipality, or Township option. By selecting Municipality, first highlight a State and . Next, highlight a County and . Highlight the City or Municipality you want to search and . By selecting Township, first highlight a State. Next, highlight the County you want to search. Highlight the Township within the County and press . Use the Escape [ESC] key to move to the previous screen. Note: The CFFR does not contain information on Federal programs and expenditures for all Municipalities and Townships listed. In this case, the screen will have the message: No data for this selection, press any key to continue. SELECT A FEDERAL PROGRAM BY NAME Highlight the federal program and press . Next, highlight the State you want to search and press . The screen will show the Federal program name, Federal expenditures, and the Counties within the State receiving the Federal aid. The F1 key allows you to type in the first letters of the program title to locate the program. For example, the F1 key allows you to enter the first word of the program. By entering the word "library," the screen will quickly locate Federal programs that begin with that word. You can also type in the First Letter-[A-Z] to quickly locate the federal program you want to search. There are over 3,000 federal programs listed in the CFFR. SELECT A FEDERAL PROGRAM BY ID Highlight the Federal program you want to search and . Next, highlight a State and press . The screen will show the Federal program name, program ID number, object ID, Federal expenditures, and the counties within the State receiving Federal aid. The program ID number code was patterned after the Catalog of Federal Domestic Assistance (CDFA) program number. For instance, the CFFR program has a program ID # 84.034. At the CFFR program screen, the F1 key allows you to type in the program ID # to retrieve the Federal program. Consult the CDFA located at the Government Publications desk for a full description of the Federal programs listed on the CFFR. The object ID consists of two alphabetic characters used to designate the broad category of Federal expenditure. The following is a list of the object ID codes and the expenditure category: Object Category SW Salaries and wages PC Procurement contracts DR Direct payments for individuals (retirement and disability only) DO Direct payment for individuals (other than retirement and disability) DX Direct payments other than for individuals GG Grants (block, grants, formula grants, project grants, and cooperative agreements) DL Direct loans GL Guaranteed/insured loans II Insurance CONGRESSIONAL DISTRICT INFORMATION Highlight the State you want to search and . Next, highlight a District and . The screen will show the County or Counties associated with the District. Select a County and . The screen will show the associated Congressional Districts of the County. PRINTING/DOWNLOADING Printing: a) Press [p] b) Use the arrow key to highlight printer and press . This selection prints the entire file. c) Another option for printing is to use the print screen key. The print screen option will print only the information that is on the screen. Downloading: Before downloading, use either a formatted 5 1/4" floppy disk in drive A, or a formatted 3 1/2" floppy disk in drive B. a) Press [p]. b) Use the arrow key to highlight file and press . c) A box will appear prompting you to enter a filename. First, change c: to a: when using a 5 1/4" floppy disk in the A drive, or b: when using a 3 1/2" floppy disk in the B drive. Then type in your filename. d) Press to begin downloading.
