SELECTED U.S. AND CALIFORNIA GOVERNMENT PUBLICATIONS FOR SPECIAL EDUCATION The following bibliography should give you an idea of the range of government publications available for research and information in the field of Special Education, as well as education in general. In particular, this list also highlights United States and California government information useful for the topics of employment, occupations, and vocational and career guidance for populations served by special educators. Most of the sources shown here are found in the Government Information Services (abbreviated here as Gov Info Svcs) Section (Library Palmer Wing, 2nd Floor). In this part of the Library, U.S. publications are shelved by Superintendent of Documents (SuDocs) classification number, in Room 2080, and California state publications are shelved by California State Library (CSL) classification numbers, in Room 2079, where the Government Information Services Reference Desk, Ready Reference collection, and CD-ROM workstations are also located. Please note that copies of certain basic reference works are available both in Government Information Services and in the Reference Center (Library North, 1st Floor). Most periodicals are found in the Periodicals Section, Library North, 2nd Floor; here you will also find the complete collection of ERIC education documents on microfiche. When publications listed here are also available on the Internet, via the World Wide Web, their "addresses," known as Uniform Resource Locators, or URLs, are also given. Ongoing chronological publication (by first and second session of each Congress) of all Federal laws_the source for the original publication of each Federal law in its entirety (not "split up" into different subjects within the law, as in the U.S. Code). This is where "Public Laws," as in "P.L. 94-142," the Education for All Handicapped Children Act of 1975, are compiled and published. The Library's holdings are complete for this title. Laws are originally issued, pamphlet-like, as "Slip Laws"; these are shelved in Government Information Services (under SuDocs number AE 2.110: ) until they are replaced by the bound Statutes at Large volumes. Public Laws also may be found in Lexis/Nexis in the PUBLAW File in the EXEC or LEGIS Libraries. Unlike virtually all the Library's publications containing the "laws of the land," this one may be checked out for ease of use. Remember, though--always use the newest possible publication of the U.S. Code, and similar legal publications, if it genuinely matters that you have The Law that is currently in force. Gov Infor Svcs Y 4.ED 8/1-12: [Year]/v. 4 Hearing on the Reauthorization of the Individuals with Disabilities Education Act (IDEA): Hearing Held in Washington, DC, April 28, 1994. This is only one example of potentially hundreds of volumes of published Congressional hearings containing information of interest and use to special educators. Hearings can literally be goldmines of information, containing testimony by expert witnesses, reprintings of other public and commercial publications, statistics, bibliographies, and more. Search the Marcive Cat/Pac Plus CD-ROM catalog of U.S. government publications (1976 to present) using Library of Congress subject headings to identify hearings, or--better yet--use the CIS (Congressional Information Service) Index for the most thorough, in-depth indexing of Congressional publications. LC subject headings are used in the following sources: 1. Electronic Catalogs Marcive GPO Cat/Pac Plus CD-ROM MELVYL (University of California online union catalog) OCLC FirstSearch "GPO" database CARL "File 114," GovernmentPublications Cal State L.A. OPAC (online catalog) 2. Print Catalogs Monthly Catalog of U.S. Government Publications California State Publications The set of four "big red books" kept by the Reference Desk in Library North is the complete and most recent guide to LC Headings. A recent set of LCSH is also kept in Government Information Services. The following are only some of the LC headings relevant to the topic of special education and related career and vocational guidance issues: Career Development Developmentally disabled--Employment Exceptional children--Vocational Education Gifted children Handicapped children--Education (Elementary)--United States Handicapped children--Education (Preschool)--United States Handicapped children--Education--Law and legislation Handicapped Youth--Vocational Education Handicapped--employment Job Hunting Life skills Mentally handicapped youth--vocational guidance Occupations Special Education Vocational guidance Vocational guidance for the handicapped Vocational interests Vocational qualifications Vocational rehabilitation GOVERNMENT PUBLICATIONS IN THE ERIC EDUCATION DATABASE ERIC--the #1 database for educational research--is also a vast resource for government information: 1. A great deal of federal-government-sponsored research is "published" as ERIC documents on microfiche--that is, many print U.S. government publications concerning education are also reissued as ERIC documents 2. A similarly great number of California State Department of Education publications are also reissued as ERIC documents 3. Other states' government publications concerning education are also frequently issued as ERIC documents As you search the Marcive GPO Cat/Pac Plus CD-ROM catalog, and other catalogs, for U.S. government publications, you will find hundreds of highly relevant education publications for which the Superintendent of Documents (SuDocs) call number will appear as follows: ED 1.310/2: [Six-digit number] The Library does have all of these publications, but you won't find them in the Government Information Services section. You will find them, instead, contained in the ERIC microfiche documents collection, located in the Periodicals Section, Library North, 2nd Floor. Because the Library subscribes to the complete ERIC documents collection, we do not duplicate those parts of it that happen to be United States government publications (which would also be microfiche documents, anyway). Simply know that when you find publications with the SuDocs number ED 1.310/2: [Six-digit number], you can expect to find the material in the ERIC microfiche collection, filed by that same six-digit number, as, for example: ED 334561 That "six-digit" number (334561, for example), is identical to the unique, six-digit ERIC document identification number you find when you locate materials in the ERIC Database (available in the Reference Center, on CD-ROM, and in the campus computing labs), or in the print index that is one half of ERIC, known as Resources in Education (RIE). RIE, which happens to be a U.S. government publication itself, is found on the first floor of Library North, on Index Table #18, located near the exit.
