Congressional Bills Databases (1993 to date) 103rd and 104th Congress to date; updated as bills are released. Contains all published versions of all bills. Congressional Calendars (1995-to date) The House and Senate Calendars are separate databases. The Senate Calendar database contains the current issue of the Senate Calendar for the 104th Congress (1995-1996). The Senate calendar is published daily when the Senate is in session. It contains a listing of daily Senate activities only. The House Calendar is cumulative and contains a history of House and Senate bills and resolutions that have been reported or considered by either house. Every Monday issue of the House Calendar contains a Subject Index. (If Congress is not in session on a Monday, the index will be printed either the Friday before or the next day the House is in session.) Congressional Directory (1995-1996) Contains the Congressional Directory, 1995-1996 (Senate Publication 104-14, revised). The Acrobat PDF files display and print the typeset Congressional Directory, exactly as it appears in the printed form. Congressional Documents (1995-1996) Contains selected House, Senate and Treaty Documents for the 104th Congress (1995-1996). Since this database contains only documents printed at the GPO, a "Catalog of Available Documents" is provided online which lists all documents currently available via GPO Access. Documents are listed by report number. Congressional Record (1994 to date) Volumes 140-142; updated each day the Record is published. The Record is the official account of the proceedings on the floor of the House and the Senate. Congressional Record Index (1992 to date) Current index is cumulated up to the most recent biweekly issue of the Index. History of Bills and Resolutions Index (1994 to date; updated biweekly) An index, by bill number, of every action taken on a bill that is reported in the Congressional Record. Economic Indicators (April 1995 to date) The Economic Indicators are prepared for the Joint Economic Committee by the Council of Economic Advisors and published monthly. The database is updated monthly. GAO Reports (1995 to date) Updated the day after reports are issued. The General Accounting Office (GAO) conducts audits, surveys, investigations and evaluations of Federal programs. GAO's findings and recommendations are published as reports to members of Congress or delivered as testimony to Congressional committees. GAO Comptroller General Decisions (Oct. 1995 to date) Contains decisions made by the Comptroller General in the areas of Federal law such as appropriations; bid protests; civilian or military personnel pay and allowances; household goods and freight loss damage; transportation rates etc. The database includes decisions from October 1995 forward and is updated within two business days after decisions are released. Government Information Locator Service (GILS) Contain records to identify public information resources throughout the Federal government, describe information available in those sources, and provide assistance in obtaining information. GILS core records describe the GILS record holdings of a particular agency. Pathway GILS records are provided as a service for Federal Depository Libraries to identify, describe, and link to other government information. They emphasize the subject content and publications of an agency. Agencies update their records on an irregular basis. Government Manual Contains the United States Government Manual, (1995/1996). This manual is prepared by the National Archives and Records Administration, Office of the Federal Register. An updating schedule has not been determined. Privacy Act Issuances (1993 Compilation) The Privacy Act Issuances 1993 Compilation Online Database contains descriptions of Federal agency systems of records maintained on individuals and procedures Federal agencies follow to assist individuals who request information about their records. The three main categories of documents in this database are; individual Privacy Act system descriptions; multiple descriptions of Privacy Act systems; and agency record keeping policies and practices. The database is not updated. Public Laws (1995-1996) This is a collection of laws enacted during the 104th Congress (1995-1996). The header of each section indicates when a recent Public Law affects that particular section but the text remains unchanged until the annual revision cycle. Prepared and published by the Office of the Federal Register (OFR), National Archives and Records Administration, each law is first published as a slip law and then later compiled into a volume of the Statutes at Large. The Public Laws database contains the text of each law enacted, and is updated irregularly as the publication of a slip law is authorized by the OFR. United States Code (current) Contains laws in effect as of Jan. 1994 with references from a code section to any laws passed subsequently) This is a codification of the general and permanent laws of the United States. The GILS database will be updated irregularly. Each GILS document is available as an ASCII text file. When searching via SWAIS (dial-in or telnet session) or a WAIS client, a field can be searched by typing the field name, followed by an equals sign (=), followed by the term or terms that are sought. Similarly, when searching via the World Wide Web, type in the field name, followed by an equals sign (=), followed by the term(s) sought or link to the ADVANCED searching pages which contain established fields. All queries that do not specify a field search the entire database. IDENTIFICATION CODE: Each record in the GILS database will be displayed in the results list with the database identification code followed by the initial words of the title. For example: GILS: FCC Internet Site MAXIMUM RESPONSES: The default settings for SWAIS and for the WinWAIS/MacWAIS client software is to return a maximum of 40 responses to a query. Originator (OPM.ASK) QUERY: originator="office personnel management" ALTERNATIVE: originator="office of personnel management" RESULT: GILS: Federal Job Information Center (FJIC) Touch System This search demonstrates how to search on the "originator" field. It is helpful to use this if you want only resources that originate from a specific agency. The lower case "of" in the alternate query is a stop word (unlike a boolean operator such as AND), so its presence will have no effect on the search results. It also demonstrates the functioning of the OR operator. Records with the word "internet "or "web" located in any field will appear in the results list. Links to the World Wide Web Many records are provided in both text and HTML format. The HTML format records contain hot links to the World Wide Web. For example, when the results of the above query come back, you may choose to view the first record in HTML format. Despite government furloughs, technical difficulties, and nearly 2 feet of snow, Raeann and I remain undaunted by our project. We are halfway through our one year project at GPO and we would like to show you some results of our work. Raeann and I are part of the Electronic Transition Staff or ETS within the Library Programs Service. At the fall meeting of the Depository Library Council, ETS highlighted several of our projects. However, this morning, we will only be discussing the Pathway Project. ETS has developed an experimental Web page to demonstrate our concepts (http://www.access.gpo.gov/ets/). -- [No longer experimental -- See URL at top]. The Web page is a place where we will experiment with ideas and test Internet applications. The experimental site is our frame for developmental work. We encourage you to check it out occasionally as it is ever changing. The goal of the Pathway project is to develop Internet resources which facilitate access to government information. While the target audience of our project is Federal depository librarians, we believe the project will assist the general public as well. One aspect of our work is to develop a system which applies some of the characteristics of research in a traditional library to the electronic environment. Library patrons typically find information by two methods: Browsing through the stacks or card catalog or Searching for a specific concept or keyword. We have applied these patterns to our project. Raeann and I are in the process of building the Pathway Index. This will facilitate searching by keywords across government databases. Currently, we are using the Harvest software and the database is still in a developmental stage. Using the Pathway index, people can search using specific keywords. For instance, if you need some information on fish, the Pathway indexer will locate specific information on your term. The search results will provide an active link to the file. The results go beyond an introductory Web page to a specific file or document located on the server. Currently, the indexer is in a testing phase. Over the next few months, we will be migrating the Pathway index to the Open Text software which is the phase II software for GPO Access. That way, Pathway will be running the same software as GPO Access providing for smooth transition between GPO databases. People also find information by browsing by subjects. We are using the subject topics from the Subject Bibliographies and analyzing sites by subjects. Government Internet sites are then listed under the appropriate topic. Users can browse through the topic list and select a topic which interests them such as agriculture. The list will be an active list of agency sites which contain information on agriculture. We will continue to work on adding additional listings this spring and will add new sites as they become available. Recently, we did a demonstration project with GILS. Under GILS, The Government Information Locator Service, Federal agencies are mandated to create records which describe their information holdings. GILS is a decentralized locator system which can be tailored for specific information and audiences. On our Web site, we have a list of the agencies for which we have created what we are calling Pathway GILS records. These are simply records, in the GILS format which describe agencies and point to their GILS and main Web sites. We have also customized the records to point to resources in the Federal Depository Library Program. As you see, the records include a link to the Monthly Catalog and provide the SuDocs classification. We value your input and insights into our work. We encourage you to take a look at the Pathway tools and let us know what you think. We will be organizing a focus group in April during the GPO Annual Conference to discuss ways to improve Pathway.
