A READER'S GUIDE TO U.S. GOVERNMENT PUBLICATIONS: Major Finding Aids Welcome to the world of U.S. federal agency publications, a valuable primary source of current and historical information on a wide variety of topics. Shelved in the Documents Unit in Branson Library, the publications are arranged by agency according to the Superintendent of Documents classification. For instance, the Superintendent of Documents number for Soil and Water Conservation News is A57.9/2:10/7. This translates to: A = Agriculture Department 57 = Soil Conservation Service 9/2: = Soil and Water Conservation News 10 = Volume 10 7 = Number 7 Shelves and microfiche drawers are labeled with the classification numbers of the documents they contain. Check both places if you are uncertain of the document’s format. The NMSU Library selects approximately 66% of the publications available through the Depository Library Program. Documents not in our collection may be borrowed through interlibrary loan. Although few federal documents are presently listed on OLE, the library's online catalog, computerized CD-ROM indexes have greatly improved access to these materials. In addition, there are many general and specialized printed indexes from government and commercial sources. Some agencies provide indexes to their own publications. Two important finding aids have been produced in-house and are prominently located in the Documents Unit: the comprehensive "Spinner" which contains cards for government serials, and the DOCUMENTS SERIALS PRINTOUT, listing current documents periodicals. Available at the Branson reference desk when the documents office is closed. Finding Government Documents Periodicals The "Spinner" is produced in-house. This finding aid lists over 6,000 government serials in our collection by title, giving holdings information, format, and the classification number. It includes significant series that have been closed as well as current materials, and provides a valuable history of classification number changes. Cards on the "Spinner" are organized alphabetically by the title of the publication and in some cases, by the agency producing the publication. The DOCUMENTS SERIALS PRINTOUT is also produced in-house. This finding lists current serials in our collection by title, giving holdings information, format and the classification number. Once you have the citation for your article, check the "Spinner" or DOCUMENTS SERIALS PRINTOUT for holdings, format, and location information for the periodical. Many entries contain the classification number, usually the second line from the last in the bibliographic part of the entry. Ignore all other numbers. If a classification number is not given, locate your source through the GPO CD-ROM, the MONTHLY CATALOG, the spinner, OLE, or another library finding aid. The ASI SEARCH GUIDE, kept near ASI, is a good basic guide to the use of this index. Note: Many agencies issue annual reports which contain statistical data. The index to the DAILY CONGRESSIONAL RECORD, (Doc X/A-Congress / Session : Volume / part), issued every other week, gives section (H-House, S-Senate, E-Extension of Remarks, D-Daily Digest), page number, and day and month of the issue of the DAILY CONGRESSIONAL RECORD. The DAILY is superseded by the bound CONGRESSIONAL RECORD after approximately 4 years. The annual index to the bound CONGRESSIONAL RECORD leads to page numbers. Page numbers beginning with "A" are in the Appendix volumes (83rd-87th and 90th Congress Appendices are on microfilm). These bound volumes, shelved on top of the documents microfilm cabinets, provide access to names and subjects by house and session of Congress. The index gives page numbers of the CONGRESSIONAL GLOBE (23rd-42nd Congress) which is located in the documents microfilm cabinets, X72-X180. > Branson (Doc Ref) Z1223 Z9 C65 1975 CIS U.S. SERIAL SET INDEX. Washington: Congressional Information Service, 1976. Covers the time period 1789-1969. Provides subject/keyword and document/report number access to the U.S. SERIAL SET, the "official" record of Congress (House and Senate reports and documents) and to the AMERICAN STATE PAPERS. The subject index gives the document title, report number, Congress number and session, and the serial number (such as 12420) which is the location number for the SERIAL SET volumes. The finding lists section of the index also leads to the serial number. The bound SERIAL SET (5217-13215, 60th-95th Congress) is shelved by serial number. Earlier serials (01-4272, 1st-57th Congress) are in microcard boxes. Provides access to otherwise virtually inaccessible information contained in the working papers of Congress, including hearings, committee prints, reports, documents, and special publications (but not the CONGRESSIONAL RECORD). The subject/name index leads to an abstract number coded H-House, J- Joint, or S-Senate. Find the abstract in the abstracts volume. The bibliographic part of the entry will contain the classification number in the second line from the last. Ignore all other numbers. Many entries are analyzed. For instance, individual items of testimony in a hearing are listed as sub-entries under the main entry for the hearing. Go back to the bibliographic part of the main entry for the classification number. Hearings are classified Y4; recent hearings are in microfiche format. In the "Legislative Histories" volume of CIS, subject, name, and bill number indexes lead to legislative histories of public laws. More detailed and with longer articles than the CONGRESSIONAL INDEX, it gives an excellent overview of Congressional action, such as bill numbers, sponsors, dates of hearings, reports issued, features of proposed legislation, supporters, and roll call votes. Washington: GPO, 95th Congress - . The text of each law passed by Congress, issued separately approximately 2 months after becoming law. After you have found your public law (P.L. or Pub. L.) number in a source such as the CIS INDEX, locate it filed in the slip law boxes by that number. For example, Public Law 101-236 refers to the 236th public law passed by the 101st Congress, and is filed numerically with those beginning with 101. This is the bound form of the slip laws, issued after a lag of approximately 3-4 years, arranged in chronological public law number order. A subject index in the back of each volume gives page numbers for that volume. Tables of laws affected provide a record of laws amended, repealed, or otherwise affected. A current alphabetical list of subject headings referring to classes and subclasses of the patent classification system. It is a good initial means of entry into the system. Part I, List of Patentees, is an alphabetical list of names of individual or corporate owners of patents, giving the numbers of patents issued that year, such as Smith, James H. Tool box mounting assembly. 4,564,167. Part II, Subjects of Inventions, is the index you go to if you have a class and subclass number. It is a numerical list of classes and subclasses, giving the numbers of patents issued that year, such as Class 84, Subclass 1.02: 4,594,930. The patent numbers then lead you to the OFFICIAL GAZETTE, PATENTS. Each year of the index must be checked, as they are not cumulative. If the patent is recent, and the index has not yet been published, you must look in the name and class indexes in each weekly issue of the OFFICIAL GAZETTE, PATENTS. > Branson (Doc) C21.5:vol./no. Once a patent number has been identified, it can be located in the OFFICIAL GAZETTE, PATENTS. Look on the spine for the first patent number in each volume. Each OFFICIAL GAZETTE entry contains basic information including the name of the item, name and address of the patentee, date, class, subclass, a drawing, and the most representative claim (not an abstract). Patent Search: Ask at the Branson reference desk for a CLAIMS patent database search (1963-present) available only to those enrolled in or teaching at NMSU. Search strategy uses a combination of classification numbers and keywords. There is a fee of $10 for 25 bibliographic citations and claims. This library does not own the complete patents. They may be obtained through interlibrary loan from a patent depository library, or purchased directly from the Patent and Trademark Office or from commercial services. The documents staff does not give advice on patent applications. It is recommended that applicants employ a patent attorney registered with the Patent and Trademark Office. Trademark Search: A trademark search on the Trademark Scan database may be done for NMSU students, faculty, or staff who fill out a search form available at the Branson reference desk. Searching is by brand name, not by graphic symbol. The search will be done online and printed out immediately, and will cost between $2.50 and $10.00, depending on results. Results include name and close variants, owner, how it is used, what is claimed as unique, and description. Both state and national databases are searched, as trademarks may be registered at both levels. Tax Forms and Publications > Branson (Doc Ref) T22.57:yr. Each current publication provides detailed information on a specific aspect of tax preparation. The most frequently requested publications have been compiled into a multivolume set, TAX INFORMATION PUBLICATIONS (Current. Doc Ref T22.44/2:) shelved next to the boxes containing individual publications. Each volume contains indexes by publication number and subject to lead you to the page number of the publication you need. Note: State and Federal tax forms and instructions are available on a rack outside the documents office prior to "tax season." If they are not there, ask in the office. The Internal Revenue Code is found in Title 26 of the CODE OF FEDERAL REGULATIONS.
