Middle States Standard 5: Services report Joyce Lynn Schaffer, Montclair State University A. BIBLIOGRAPHIC INSTRUCTION 2. Government Documents Bibliographic instruction classes are offered on request to all classes, undergraduate and graduate, on topics related to the use of government publications, both State and Federal. Classes include hands-on instruction on electronic databases available on CD-ROM in computer teaching labs throughout the campus equipped with IBM-compatible workstations with each student having use of a sample CD-ROM database. In addition, the "Have Disc, Will Travel" program provides instruction on electronic CD-ROM databases in mediated classrooms throughout the campus for those electronic documents for which multiple discs are not available or for which the lecture-style presentation is more suitable. All types of bibliographic instruction are developed collaboratively with the faculty to design a program tailor-made to support classroom instruction and research assignments and to foster maximum use of government resources. In addition, students can make appointments, either singularly or in groups, for additional assistance in resolving problems associated with more advanced research. B. REFERENCE SERVICE 2. Government Documents Government documents reference, research, and referral services are available Monday through Friday between 8:00 a.m. and 4:00 p.m. In addition, the Documents Librarian is available by appointment for some evening and weekend hours to accommodate term paper projects and bibliographic instruction; these hours are provided in addition to the standard hours of service. The main reference desk handles reference questions related to government publications during hours the Documents Department is not staffed; patrons with complicated research projects are referred to the Documents Librarian. It is anticipated that, with the hiring of an Assistant Documents Librarian, the Department's hours will be extended on a regular basis to include evening and weekend services. C. ELECTRONIC AND ON-LINE RESOURCES 2. Government Documents The Documents Department has made Federal electronic databases (CD-ROM) available to the public by appointment since March 1992. On November 1, 1995, the Department implemented its program to circulate documents electronic databases (Federal and State, CD-ROM and floppy disk). These materials are charged out through the Non-Print Department and are fully accessible via the Library's online catalog. The general computer lab in the Library, administered by the Office of Academic Computing, has installed external CD-ROM players on the IBM-compatible workstations to support this program and has provided a Library Course-Related Menu to enable students and faculty to use these databases in the lab. In addition, students and faculty can use these databases on any personal (home or office) workstation that is IBM-compatible and faculty could use them in mediated classroom environments within their own departments. The non-University patron (John Q. Public) must make an appointment with the Documents Librarian to use these materials. The Documents Department has plans to implement home page links to selected WWWeb and Internet sites in the near future to allow wide area network (WAN) dial-in access to Federal and State databases available via this media. In addition, the Documents Department has plans to implement WAN and Novell networked (LAN) access to those Federal and State databases that are better used as reference tools (non-circulating) via dial-in access to networks so that multiple users can access the same title. Some of the titles that are targeted for this type of access are (1) Statistical Abstract of the United States, (2) United States Code, (3) OSHA Regulations, (4) current National Trade Data Bank, and many other high-reference titles. It is anticipated that cooperative efforts with the two-major computer functions on campus, external to the Library, will proceed smoothly in order to facilitate implementation of this plan.
