Library Program, Draft, has been shipped to all depository libraries.
Though the volume is listed on a "separates" shipping list, copies were
distributed in regular shipping list boxes, not in separate packages.  The
draft report is listed on shipping list 96-0040-S, dated April 1, 1996,
