Surface Transportation Board Register Distributed in Error

        The Federal Highway Administration has notified LPS that the
Surface Transportation Board Register is for internal agency use only.
This title was distributed to depositories because the automatic Printing
Contractor Mailing Program in place to serve the printing and
distribution of the former ICC Register was unmodified, and unintentional
mailings of this title occurred.  Since the Surface Transportation Board
Register is not intended for depository distribution, no class stem will
be assigned.
