Once
you have narrowed your policy issue or legislation, the following
databases may provide full text primary sources for an historical
perspective on your topic.
ProQuest Historical Newspapers 
1851 - 2001 (Varies by title)
Guide to ProQuest.
Full-text searchable access to the complete back files of the New York Times, Wall Street Journal, Los Angeles Times, Washington Post, and the Christian Science Monitor. Includes original page images digitized from microfilm.
Select the historical newspaper of your choice. Once
you chose the historical file, you will be able to limit your search
by date, which is a very important feature for historical research:

Search service which provides access to the full text of legal
and current business publications, wire services, broadcast
media, major newspapers and trade/news magazines. Also
includes federal, circuit and district court cases; state laws
and court cases; biographies; MEDLINE abstracts and select medical
reference sources; and business news and corporate reports.
Click on "News", then change the date field from default, which is "Previous six months" to get older articles.

The C-SPAN networks are committed to televising the U.S. House of Representatives and the U.S. Senate when they are in session. In addition, C-SPAN covers congressional hearings, White House press briefings, speeches, and other important public affairs events.
American Political Archive expands C-SPAN Radio's venture into historical audio. This program features interesting, notable, and often unique audio from the National Archives, presidential libraries, the Smithsonian, the Library of Congress and other sources. The program presents interviews, debates, oral histories, news conferences, and speeches with past presidents, legislators, and other important figures in American politics.
