Policy Researcher Tutorial

3. Using Secondary Sources to gain an historical perspective (continued)

Congressional Quarterly (CQ) Congress Collection U-M Restricted Database
Current edition.
Provides analysis of members of Congress, their legislative voting behavior, interest groups, and their interactions in crafting public policy. Also explains institutional and organizational history, the legislative process, and public policy decision-making.

Using the "Export Data" link on the lefthand side of the screen, you can extract and download Excel spreadsheets of data comparing members of Congress on biographical characteristics, lobby group ratings and votes back to 1945. You can also compare votes by members, parties, state delegations, etc.

For example, using the "Members" menu you can extract data on the members of Congress in 2005 who were Baptists and received a 90-100% rating by the League of Conservation Voters.

Using the "Votes" menu, you can extract and compare the votes of all the Presidential candidates in the Senate by individual subject, like the war in Iraq, and all of the roll call votes of John Dingell in a particular Congress.

This new feature will be especially important for Public Policy, Political Science, Social Work, Natural Resources, and Public Health, all of which have courses on legislation and lobbying, as well as U.S.
History. [Grace York, Documents Librarians]
