Research Guide for Adoption and Foster Care

Scope note: This research guide highlights some of the resources available in the Social Work Library, on campus, and on the web concerned with adoption and foster care. This guide is not comprehensive, but is intended to provide a starting point for research in these areas. Locating Resources through Mirlyn

To locate books (and other materials such as videos) in the University Library's collections, try any of the following terms in Mirlyn (the library’s online catalog) using either the"words anywhere" or “subject words” search from the pull-down menu:

Tips:

Choose "advanced search" in Mirlyn to limit results to special formats such as video, electronic, etc.

Once you've found some promising titles, you can expand your search by searching for other words from subject headings, title, and/or works by the same author.

Child Abuse, Welfare and Adoption U-M Restricted Database (Guide available)
References books, journal articles, papers, federal grant reports and descriptions of programs and treatment related to the maltreatment, safety and well-being of children from 1965 to the present. A publicly available version of this database can be found at the National Child Welfare Information Gateway at http://www.childwelfare.gov/. Search for adoption, foster care, kinship care.

Family & Society Studies Worldwide U-M Restricted Database
Directed at professionals in all fields of social work, social science and family practice; includes both scholarly and more popular treatments. Search for adoption, adoptees, adopted children, foster children, foster care, foster home care, kinship care.

LGBT Life U-M Restricted Database
Covers several hundred popular, scholarly and local and regional sources related to all aspects of LGBT life.  Search adoption or foster and the results will provide additional subject terms worth pursuing.

PsycInfo U-M Restricted Database
Extensive coverage of scholarly journal articles, book chapters, books, and dissertations in psychology and related disciplines, produced by the American Psychological Association (APA).   Do a subject search for adoption (child); adoptees; adopted children; adoptive parents.

Social Services Abstracts U-M Restricted Database (Guide available)
An index of social services literature, including social welfare, policy and community development.  Abstracts cover journal articles, dissertations and book reviews. Search for adoption, adopted children, adoptive parents, foster children, foster care, kinship care.

Social Work Abstracts U-M Restricted Database
Produced by the National Association of Social Workers (NASW), this database covers journal articles on a wide range of social issues, including juvenile justice. Do a subject search for adoption; adoptees; adopted children; adoptive parents.

Sociological Abstracts U-M Restricted Database (Guide available)

Covers scholarly sociological literature; of potential use to researchers looking for current and historical trends related to juvenile justice. Start with an advanced search using the Descriptors(DE=) field, for adoption; adopted children; adoptive parents; transracial adoption.

Adoption

Adopting.org
This site, which is primarily intended for birth mothers and prospective adoptive parents, has a good section geared toward adoption professionals.

The Adoption History Project
Created and maintained by Ellen Herman, faculty in the History Department of the University of Oregon, this site includes a timeline and essays on many different aspects of adoption.

Dave Thomas Foundation for Adoption
Established by the founder of Wendy’s restaurants, this foundation provides extensive information about adoption and foster care in support of encouraging both activities among the U.S. (in particular) population.

Evan B. Donaldson Adoption Institute
The Evan B Donaldson Adoption Institute provides adoption information to professionals and others with an interest in adoption research, policy, and practice.

 

Advocacy and Research

The Center for Adoption Research
The center promotes and undertakes applied research, evaluation, quality improvement, education and training with the intent of influencing policy and improving practices.

Child Advocacy 360
“Devoted to ‘news you can use’ in fighting child abuse and neglect” this site hosts a major section on adoption and foster care which includes both a “who’s doing what that works” category and a ‘research’ category.

Child Welfare League of America
The CWLA programs, which can be found on their web page, include both adoption and foster care.

Heritage Foundation
This conservative think tank’s position papers include adoption and foster care.

National Council for Adoption
An advocacy and resource organization for adoption policy, law, education, and facts about both domestic and international adoption.

National Court Appointed Special Advocates Association
Their mission is to “support and promote court-appointed volunteer advocacy for abused and neglected children so that they can thrive in safe, permanent homes.”  Resources can be found in the “Advocates Library” – click on the Current Volunteers tab.

North American Council on Adoptable Children
This agency focuses on four realms:  1) public policy advocacy, 2) parent leadership capacity building, 3) education and information sharing, and 4) adoption support.  A rich source of information for all involved in adoption and foster care.

Urban Institute
A non-partisan research organization devoted to economic and social policy issues; many publications related to adoption and foster care are available on this site.

 

Foster Care

National Foster Parent Association
A national association for foster parent support and foster child advocacy; they have an excellent collection of links on foster care and adoption under Tools and Resources.

National Foster Care Coalition
A foundation funded coalition of agencies and organizations devoted to promoting awareness of the need for foster families and advocating for foster care.  This site includes related facts, policy issue briefings and other resources.

National Resource Center for Foster Care and Permanency Planning
Housed at the Hunter College School of Social Work, this center provides training, technical assistance, and information services to State, local, Tribal and other publicly administered or supported child welfare agencies.

Pew Commission on Children in Foster Care
The Pew Commission on Children in Foster Care strives to improve outcomes for children in the foster care system.

 

International

Ethica:  An Independent Voice for Ethical Adoption
Ethica is an independent nonprofit which provides education and advocacy for ethical adoption practices to the adoption and foster care communities worldwide.

Joint Council on International Children’s Services (JCICS)
One of the oldest and largest child welfare organizations, the JCICS advocates on behalf of children in need of permanent homes.  Education, service and strengthening of standards are among their missions.

Hague Convention on Intercountry Adoption
This U.S. Department of State page includes background and full text of the convention, the U.S. Intercountry Adoption Act of 2000 and other useful information related to intercountry adoption.

Cornell University Law School Legal Institute
Provides links to federal, international and state adoption law sites.

International Family Law: A Selective Resource Guide
Compiled by the Librarian for International and Foreign Law at the University of
Toronto, this guide provides an excellent overview, along with many links and citations for primary and secondary sources.

Lexis Nexis Congressional U-M Restricted Database
Congressional Universe is a web-based indexing and abstracting service for Congressional committee publications, including hearings (full text since 1988) committee prints, reports, documents and public laws.

Lexis Nexis State Capitol U-M Restricted Database
Bill status and text for all 50 states since 1990; full text of current state legal and regulatory codes; state political newsletters; current state legislators.  May be searched one state at a time or across any combination of states.

 

Services and Support

Child Welfare Institute
“Dedicated to providing quality consultation and training services to state, local and private child welfare and human service agencies.”  A quite useful resource section is included.

Interstate Compact on Adoption and Medical Assistance (ICAMA)
The Association of Administrators of the Interstate Compact on Adoption and Medical Assistance facilitates the administration of, and advocates for state participation in this agreement.

Kids and Families Together
Kids and Families Together is a nonprofit support, education and counseling resource center that provides services for individuals and families in foster care, kinship care and adoptive families.

National Child Welfare Resource Center for Adoption
This center exists to support states, tribes and other federally funded child welfare agencies working for the well being of abused and neglected children through adoption and post-adoption services.  Includes information on special needs children and policy and planning resources.

North American Council on Adoptable Children
The NACAC works in support of U.S. and Canadian children and youth who have spent time in foster care and particularly those with special needs.

State of Michigan Children’s Services
Links to state resources related to children’s welfare, including adoption, foster care, youth programs and more.

 

Special Needs

PACER
The PACER Center is a nonprofit serving children and youth with disabilities throughout the state of Minnesota and the nation.  Aimed primarily at families, there is also much useful information for professionals.

Society of Special Needs Adoptive Parents (SNAP)
The major purpose of this group lies in providing support to adoptive parents in the Canadian province of Vancouver, but the site also includes an extensive resource section, including the searchable catalog of their collection of books, videos, games, etc.

 

Statistics

Child Trends Databank
Statistics on a wide variety of subjects related to children, including foster care (but not adoption).

Child Welfare Information Gateway
An excellent source of information on adoption and foster care, including some statistics, state by state comparisons and a searchable directory of state resources on adoption and foster care.

Kids Count
Under the auspices of the Annie E. Casey Foundation, this project tracks the wellbeing of children in various ways on the national and state levels.  In addition to data, the site also provides an online database, with the most recent data (currently 2007) included.

U.S. Children’s Bureau
Adoption and foster care statistics collected though Administration for Children and Families Department of the U.S. Dept. of Health and Human Services; includes links to both federal and state resources.

Lexis Nexis Statistical Universe U-M Restricted Database
Indexes and provides tables of statistics gathered by the U.S. and state governments, international governmental sources, including the U.N., nonprofit and commercial organizations.
