The calligrapher is Muhammad Nuri [known as] Hafiz al-Qarlz (or Qirlz) Musa Afandi. His signature on the bottom line of the piece reads:
وانا العبد المذنب محمد نوري بحافظ القرلز موسى افندي زاد سنة ١١٩٣

Fine calligraphic piece ( kit’a قطعة ) in Arabic with one line in Thuluth, 3 lines in Naskh, and 2 lines in Ijaza.
Thuluth line reads:
وعنه طاعة النساء ندامة صدق
Naskh lines read:
قال رسول الله صلى الله عليه وسلم . من ابتغى
القضاء وسأل وُكل الى نفسه ومن اُكره
انزل الله عليه ملكاً يسدده
Ijaza lines read:
لما صار صاحب هذه القطعة المرغوبة اعني به السيد على اشرف طول الله عمره
وانا العبد المذنب محمد نوري بحافظ القرلز موسى افندي زاد سنة ١١٩٣.
The calligrapher is Muhammad Nuri [known as] Hafiz al-Qarlz Musa Afandi. The date is 1193 AH/1779 CE.
The text contains two Hadith, one in Thuluth and one in Naskh.
The seal is that of Muhammad Shah Qajar (1808-1848). The seal is identical to one on an illuminated firman dated 1252 AH/1836 CE and included in Sotheby’s auction of The Stewart Cary Welch Collection, Part One: Arts of the Islamic World, lot 58. Auction (L1127) held in London, 6 April 2011.
