Shift Premium
Shift Premium

POLICY
Shift premiums are given, in addition to regular salary rates, to staff members whose job schedules require them to work during periods that are partially or wholly shifted away from conventional "daytime" hours, as indicated in the definitions below. Shift premiums are not included as a part of an employee's established base salary rate.
DEFINITIONS
Afternoon shift premium: the premium given to full-time, regular staff
members whose shifts begin at or after 12:00 noon but before 8:00 p.m. The afternoon
shift premium rate is $0.70 per hour.
Evening shift premium: the premium given to full-time, regular staff members
whose shifts begin at or after 8:00 p.m. but before 4:00 a.m. The evening shift
premium rate is also $0.70 per hour.
PREMIUM SCHEDULE
Full-Time (8 or more hours per calendar day)
Starting time: On or after 12 noon and before 8 p.m.
Premium Paid: Afternoon
Starting time: On or after 8 p.m. and before 4 a.m.
Premium Paid: Evening
Part-Time (less than 8 hours per calendar day)
Starting time: On or after the hour resulting from adding one hour to 12 noon for each hour a daily schedule of work is less than 8 hours.
Premium Paid: Afternoon
Starting time: On or after the hour resulting from adding one hour to 8 p.m. for each hour a daily schedule of work is less than 8 hours.
Premium Paid: Evening
SPLIT SHIFT
When a shift is scheduled in two segments divided by a period exceeding one hour, the second segment is considered a new starting time for purposes of shift premium eligibility.
OVERTIME
Overtime rate is calculated at one and one-half times the staff member's hourly rate and shift premium, if any.
VACATION, SICK TIME, AND HOLIDAY PAY
When a staff member is paid vacation, sick time, and holiday pay for time that would have included shift premium, if he/she had worked, the payment will include shift premium.
PROCESS
Supervisor: Determines expected shift premium costs annually. Determines
shift premium costs, if any, for unexpected situations. Requests approval from
appropriate Associate University Librarian.
Associate University Librarian: Authorizes shift premium costs received
in annual budget requests.
Informs supervisor of decision about unexpected shift premium requests.
Supervisor: Notifies any affected employee as far in advance as possible of schedule change involving shift premium hours.
Employee: Biweekly paid staff must record the proper Shift Premium Code
on a daily basis and must summarize the shift premium hours.
Monthly paid staff completes a Special Payment Form to report shift premium on
a daily basis and must summarize the shift premium and attach it to the timesheets.
Supervisor: Reviews shift premium reported on the biweekly timesheets and
on the monthly timesheets.
Approves by signing and dating as authorized signer.
Forwards to the University Payroll Office.
University Payroll Office: Calculates amount to be included in next regularly scheduled paycheck.
USE OF SHIFT PREMIUM IN PUBLIC SERVICE DUTIES
Staffing public service desks with regular staff in units that are open in the evening almost inevitably involves payment of shift premiums. Unit heads should schedule staff hours in the most effective way, but if possible they should arrange schedules so that shift premiums either are not incurred or are minimized.
BUDGETING
Each year unit heads should estimate the number of hours (or the actual cost) for payment of shift premiums during the coming year. This estimate will be used in setting the personnel budget.
